Wasco County Jail Mugshots
NORCOR is the adult jail used for Wasco County, but its current public roster is not a traditional mugshot gallery. The reviewed NORCOR roster and detail pages showed an image column and a detail-page image location, yet both pointed to a no-photo placeholder. That means users may see a photo slot without seeing an actual booking photo. The roster still matters because it confirms current adult custody, booking date, charge text, bail information, and scheduled release data. Oregon's booking-photo law is the central reason this page must be cautious. Public release is not automatic just because a person was booked into jail. ORS 133.870 restricts law-enforcement release of booking photos and lists specific situations where release can occur. Wasco County jail mugshots therefore need a records-oriented approach: check the NORCOR record, confirm whether a photo is visible, then use NORCOR or Wasco County Sheriff's Records if the law and the record type support a request.
Wasco County Booking Photo Search
The first place to check is the NORCOR Adults in Custody roster. The roster is regional, not Wasco-only, and it covers adults from Wasco, Hood River, Sherman, and Gilliam counties. It has no visible name-search form, so users browse the table or use browser find. If a matching row appears, the row opens a detail page that places the image field near identity and booking data. The inspected sample still used a no-photo placeholder, so a blank or placeholder image should not be read as a broken record or proof that no booking occurred.
- Open the NORCOR Adults in Custody roster and check the date and time stamp.
- Use browser find or scan the regional table for the person's legal name and spelling variants.
- Open the row detail page and review the image field, booking number, booking date, charge information, and bail fields.
- If no photo is shown, do not use a commercial mugshot site as the next step.
- For a NORCOR-held record, make a public-information request through NORCOR Administration.
- For sheriff-created records, submit a written request to the Wasco County Sheriff's Records Division.
- If the case is pending, expect limits because the sheriff records page says reports may wait until closure or adjudication.

Wasco County Mugshot Record
A booking-photo search should also capture the non-photo fields around the image. Those fields are often more useful for confirming identity, comparing court records, and making a lawful records request. The NORCOR sample showed the person-level file number, booking number, arrest date, booking date, basic descriptors, total bond, total bail, Telmate fee estimates, and charge rows. It did not show date of birth, arresting agency, housing unit, court case number, court date, warrant number, or attorney information.

Wasco County Mugshot Law
Oregon does not treat every booking photo as a routine public image. ORS 133.870 defines a booking photo as a photograph taken by a law enforcement agency for identification when a person is booked into custody. The statute says a law enforcement agency may not release a booking photo except as allowed by that law. The release list includes the person shown, law enforcement uses, a state mental hospital upon admission, a party in the criminal proceeding, the victim of the offense, the court for pretrial release identity confirmation, and release after conviction when the conviction resulted from the arrest during which the photo was taken.
Booking-photo statute:
ORS 133.870 restricts law-enforcement release of booking photos and allows release only in listed situations.
ORS 137.225 covers eligible Oregon set-aside and sealing processes that may affect public court and arrest records.
Oregon Public Records Law still matters for nonexempt records, but the booking-photo statute is more specific. A records custodian may also withhold or delay records when a criminal case is pending, when an exemption applies, or when the requester is asking the wrong office. For Wasco County jail mugshots, the practical question is not just whether the record exists. It is whether the photo can be released to that requester for that purpose.
Wasco County Public Photo Limits
What is public online is narrower than the full jail file. The public NORCOR list shows current custody data, not a historical photo archive. It can show a thumbnail column, name, booking date, charge text, bail, and scheduled release. The detail page can show a larger image location and the sample record fields listed above. In the inspected records, the image source was the no-photo placeholder. That is the fact users should expect unless a future official roster view changes.
What is and isn't public: The NORCOR roster is public for current adult custody, but reviewed image fields did not publish actual mugshots. Oregon restricts booking-photo release, and federal or ICE locators are identity and custody tools, not public mugshot galleries.
The roster also does not show every court or police record tied to an arrest. It may omit a final case number, the full police report, a court date, a judge, an attorney, and records protected by law. Juvenile detention records are separate and more restricted. If the case involves the Northern Oregon Regional Corrections Juvenile Detention Facility, adult roster and adult mugshot assumptions should not be used.
Request Wasco County Booking Photos
A booking-photo request should name the agency, the person, the booking event, and the legal basis for release if known. - State that the request is for a booking photo and identify why ORS 133.870 allows release, if applicable.
- Send the request to NORCOR for facility-held records or to Sheriff's Records for sheriff-created records.
- Expect pending-case limits when criminal charges are still open or not adjudicated.
- Use the court record to verify conviction, dismissal, or set-aside status when that status affects release.

That request path is more reliable than third-party photo reposting because it goes to the record custodian.
Wasco County Mugshot Removal
Because the inspected NORCOR public records used no-photo placeholders and Oregon restricts booking-photo release, removal should not be framed as a guaranteed NORCOR process. If an image appears on an official record, the request should go to the custodian that published or controls the record. If a court record is set aside under ORS 137.225, the court process may affect public access to eligible arrest, charge, conviction, or court records, but the booking-photo question still has to be handled through the agency that holds the image.
Commercial reposting sites are a different problem. Oregon's booking-photo reforms addressed publish-for-pay removal and destruction duties, but a person should use the statute, the court order, and the record custodian rather than paying or relying on a private site's claims. State and Federal Mugshots
State prison and federal custody searches do not work like a county booking-photo search. Oregon Offender Search is the right path for adults sentenced to ODOC custody, using first, middle, last, and SID number fields. It is not the NORCOR jail roster. ODOC certified records require a public-records request through ODOC, and ODOC facility rules apply after transfer from jail to prison. Wasco County has no state prison in the official Oregon prison-location list reviewed for this project.
The Federal BOP Inmate Locator covers federal inmates from 1982 to present, but it is not a public federal mugshot database. U.S. Marshals custody can still appear locally when NORCOR lists a federal hold, such as a "FEDERAL HOLD - USM" status. ICE ODLS searches adult ICE custody or CBP custody over 48 hours, using A-number and country or biographical data. It is also not a mugshot gallery. VINELink and NORCOR victim notification resources are for custody notifications, not booking-photo publication.
Wasco County App Limits
No official Wasco County Sheriff mugshot or inmate-search app was documented. The official local app found in the research is the The Dalles Police Department app and tip411 program. Its listed functions include anonymous tips, crime alerts, an online crime map, and police web or social content. The app does not advertise a NORCOR roster, warrant search, inmate lookup, or mugshot gallery. For custody, use NORCOR, ODOC, BOP, ICE, VINELink, and the proper records office.
